A Russian-owned superyacht can't leave a dock in Norway — not because of sanctions, but because no one in the port will sell it fuel. The Ragnar is owned by Russian oligarch Vladimir Strzhalkovsky, a former KGB agent who has long been linked to Russian President Vladimir Putin.

"We find the discrimination against us, extremely unjust," the yacht's captain, Robert Lankester, wrote in a message decrying the ship's predicament. He noted that Strzhalkovsky is not currently on a European or U.K. sanctions list. And, he said, the yacht's crew is not Russian.

Lankester's public notice was highlighted by Norwegian public broadcaster NRK , which reports that the Malta-registered ship is sitting at a quay in Narvik, a port city in northern Norway.

Strzhalkovsky is the former head of mining giant Norilsk Nickel. The 68-meter (223 feet) Ragnar was custom-built on the hull of a former service ship capable of pushing its way through ice. Part of its bespoke interior evokes a cozy British pub, according to a profile in Boat International . And while its amenities include "a BigBo amphibious ATV, heli-skiing equipment, four See-Doos, four ski scooters, six Seabobs, a multipurpose island and a giant slide," it currently can't find anyone who will fill its fuel tanks.

Let them row home, a local supplier told NRK. He and others say they want to support Ukraine.

The Ragnar, which was listed for sale a year ago, offers charter trips for winter getaways. But its captain says a recent trip fell through, and he now wants to bring the ship back to its home port in Malta.

Strzhalkovsky made U.S. headlines in 2017, when members of Congress pressed then-Secretary of Commerce Wilbur Ross about his business connections to Russia and his former role as vice chairman of the Bank of Cyprus — a post that, for a time, he shared with Strzhalkovsky.

When Strzhalkovsky left Norilsk Nickel in 2012, he did so with a $100 million golden parachute .

Situated not far from Bergen in the heart of Fjord Norway, the staggering Hardangerfjord is world's third largest fjord and second largest in Norway. The 68m explorer vessel M/Y Ragnar has been denied fuel by providers in Norway. The yacht is currently moored up in Narvik, alongside a US navy cargo vessel with connections to the NATO exercise cold response.

The charter yacht is reportedly owned by Russian oligarch Vladimir Strzhalkovsky, a former KGB agent who made his fortune in mining - he also served as deputy minister under Vladimir Putin. It should be noted that Strzhalkovsky is not on the EU sanction list at the time of writing despite protests from some politicians in Norway. Norwegian law currently prevents the government from being able to inflict such sanctions without having an E.U directive. The foreign minister Anniken Huitfeldt explained to Norwegian publication NRK that because Norway was not a member of the EU, there were no established channels for them to forward their own suggestions for the sanctions list.

The crew of 16 westerners have no connection with the owner of the yacht and were unaware of political tension before the invasion while operating in the North Sea. Sven Holmlund, a local oil supplier, offered little in the way of empathy for the crew members and was quoted by national publication NRK, “Why should we help them? They can row home or use a sail.”

An anonymous source told SuperyachtNews that the crew had been facing hostility from crowds that have gathered around the yacht who have mistaken the crew for KGB agents. However, other locals have recognised the complexity of the situation for those on board and have offered to help with provisions in any way that they can. The port of Narvik supplied the yacht with extra fencing and surveillance after safety concerns were raised.

The captain of the vessel wrote the following note on a post in Narvik harbour;

The yacht Ragnar has been unable to leave Norway due to discrimination from local fuel suppliers, who refuse to fuel Ragnar yacht. We have had further discrimination from the Mayor of Narvik and the Norwegian government who agree it is OK to fuel the Russian fishing fleet and allow them to operate in Norwegian waters and ports unhindered as this makes up 20% of Northern Norway's economy. However, they are happy to discriminate against this yacht for publicity in the current climate.

As a western crew, we are very disappointed by the double standards that certain factors of Norway have inflicted on the yacht and crew. On the other side, we would like to thank the port and the police for their ongoing support and understanding. These individuals have been the true and honest Norwegians that I, as captain, remember from my time as a royal marine in the late 80s and early 90s.

The yacht and its ultimate beneficial owner are on no European or Uk sanctions list, so we find the discrimination towards us extremely unjust. 

The crew are currently taking it day by day but so far there has been no indication that they will be able to get enough fuel to return to its home port in Malta. Norwegian publication NRK also reported that four crew members on the yacht had lost their job and that the charter guests - who were meant to be received last Sunday, did not show up.

Brokerage boat of the month: Aalto, the high-volume yacht with an interior by iconic Parisian designers

Every month we place a spotlight on one of the best-designed brokerage boats that have joined the market, changed agents or have had a significant price drop. For August, the 80-metre yacht Aalto is our Brokerage Boat of the Month. 

Nuvolari Lenard was responsible for her exterior design, while iconic Parisian designers Agence Pinto worked up her interior. Aalto is listed for sale with multiple brokers for the Monaco Yacht Show , comprising Matt Pinckney at Burgess , Charles Carveles at Edmiston and James Pool at Y.CO. Her asking price is €79,750,000. 

BOAT's brokerage editor says:

Aalto sports a powerful exterior by Nuvolari Lenard that contains a high-volume 2,310GT interior, exquisitely finished and detailed by Paris-based Agence Pinto. Constructed in the Netherlands by Oceanco , she is packed with design features – including a stabilised pool table, heated pool, owner's suite with two Jacuzzis, circular skylights, circular indoor-outdoor dining room – while remaining gimmick-free and purposeful, with life rafts positioned outboard for safe automatic deployment.

The brokers say:

Burgess' Matt Pinckney said: "This Dutch-built yacht offers a unique chance to own a pedigree yacht at a fraction of current build costs." Y.CO's James Pool agreed, adding: " Aalto offers a great opportunity in today’s market to purchase a reputable Oceanco Y700 platform, commercially compliant and ready to go." The third joint central agent, Edmiston's Charles Carveles concluded: "As part of the Oceanco Y700 series, Aalto is a proven platform for both owner's use and charters worldwide – with one owner from new and benefiting from constant maintenance."

What makes her special?

Nuvolari Lenard's Dan Lenard exclusively told BOAT International that Aalto was the first of a range to use the Oceanco standard platform, named Y700. "This concept was new in the 80-metre-plus sector," he recalled, noting this was the first time that Aalto was based on a  "3D superstructure' design". "Before, Aalto designs were flat." The superstructure also had "portions of the side decks being wider than the hull’s maximum beam", which is now quite commonplace in the industry.

 "Her top deck pool was a daring step ahead on the outside deck design," he continued. "She marked Oceanco as an innovative and open-minded shipyard with a vision of pushing the bar, with every boat coming out of their sheds in the years to come." Her design followed the 81.3-metre Alfa Nero , which "introduced the stern pool", and the 85.5-metre Vibrant Curiosity , with a pool on the upper deck.

No expense was spared when it came to design details either, with Aalto originally decorated in 2007 by Agence Pinto under the artistic direction of the renowned designer Pietro Scaglione, who is famed for his maximalist extravagant interiors.

Thierry Seigle of Agence Pinto said: " Aalto is a floating masterpiece that embodies elegance and luxury in every detail of its design".  He added that Pinto "infused this vessel with a unique Art Deco ambience. Every space on board reflects the opulence and glamour of the 1920s, with noble materials, geometric patterns and rich colours creating a sophisticated yet warm atmosphere". Carefully selected works of art are found throughout, with splendid lounges, cabins and relaxation areas, including a billiard room, "which have been designed to offer guests absolute comfort". Summing up: "We can see that she has stood the test of time over the past 20 years."
