Video shows moments before superyacht went down in storm off Sicily

Newly released video captures a luxury superyacht being battered by a violent storm before it suddenly sank off Sicily with 22 people aboard Monday.

The grainy images obtained by NBC News and other outlets were recorded on closed-circuit television not far from where the Bayesian was anchored, about a half-mile from the port of Porticello, on Sicily’s northern coast .

The yacht's 250-foot mast, illuminated with lights and lashed by the storm, appears to bend to one side before it finally disappears and is replaced by darkness.

The speed with which a yacht built to handle the roughest seas capsized stunned maritime experts.

“I can’t remember the last time I read about a vessel going down quickly like that, you know, completely capsizing and going down that quickly, a vessel of that nature, a yacht of that size,” said Stephen Richter of SAR Marine Consulting.

British tech tycoon Mike Lynch and five of the 22 other people who were aboard the 184-foot vessel remain unaccounted for and are believed to be trapped in the Bayesian’s hull, nearly 170 feet underwater.

Officials confirmed Monday that at least one person, the ship’s cook, had died.

Superyachts like the Bayesian, which had been available for charters at a rate of $215,000 a week, are designed to stay afloat even as they are taking on water to give the people aboard a chance to escape, Richter said.

“Boats of this size, they’re taking passengers on an excursion or a holiday,” Richter said. “They are not going to put them in situations where it may be dangerous or it may be uncomfortable, so this storm that popped up was obviously an anomaly. These vessels that carry passengers, they’re typically very well-maintained, very well-appointed.”

Built by Italian shipbuilder Perini Navi in 2008, the U.K.-registered Bayesian could carry 12 guests and a crew of up to 10, according to online specialist yacht sites. Its nearly 250-foot mast is the tallest aluminum sailing mast in the world, according to CharterWorld Luxury Yacht Charters.

On Tuesday, Italian rescue workers resumed the search for Lynch and the five other passengers still missing: Lynch’s 18-year-old daughter, Hannah; Morgan Stanley International Chairman Jonathan Bloomer and his wife; and Clifford Chance lawyer Chris Morvillo and his wife.

“The fear is that the bodies got trapped inside the vessel,” Salvatore Cocina, the head of civil protection in Sicily, told Reuters .

The Bayesian is owned by a firm linked to Lynch’s wife, Angela Bacares, who was one of the 15 people rescued Monday after it capsized.

“It’s extremely rare for a boat of this size to sink,” Richter said.

What’s not rare is the kind of storm that sank it , said Simon Boxall, senior lecturer in oceanography at Britain’s University of Southampton.

“People assume the Mediterranean is this rather calm and passive place that never gets storms and always blue skies,” Boxall said. “In fact, you get some quite horrendous storms that are not uncommon at this time of year.”

The president of Italy’s meteorological society has said Monday’s violent storm may have involved a waterspout, essentially a tornado over water, or a downburst, which occurs more frequently but doesn’t involve the rotation of the air.

Luca Mercalli, president of the Italian Meteorology Society, also said recent temperatures may have been a factor.

“The sea surface temperature around Sicily was around 30 degrees Celsius [86 Fahrenheit], which is almost 3 degrees more than normal,” Mercalli told Reuters. “This creates an enormous source of energy that contributes to these storms.”

The Mediterranean sailing vacation was designed to be a celebration for Lynch, who two months ago was acquitted by a San Francisco jury of fraud charges stemming from the 2011 sale of his software company Autonomy to Hewlett-Packard for $11 billion.

Prosecutors alleged that Lynch, dubbed “Britain’s Bill Gates,” and Autonomy’s vice president for finance, Stephen Chamberlain, had padded the firm’s finances ahead of the sale. Lynch’s lawyers argued that HP was so eager to acquire Autonomy that it failed to adequately check the books .

Lynch had taken Morvill, who was one of his defense attorneys, on the luxury trip.

Chamberlain was not on the Bayesian.

In what appears to be a tragic coincidence, a car struck and killed Chamberlain on Saturday as he was jogging in a village about 68 miles north of London, local police said.

“Steve fought successfully to clear his good name at trial earlier this year, and his good name now lives on through his wonderful family,” Chamberlain’s lawyer, Gary Lincenberg, said in a statement .

10 Great Used Motoryachts You Can Buy For $150K

Consider this scenario: you’re in the market for a used motoryacht — probably nothing smaller than 40 feet — with a budget of $150,000, more or less. You want a boat from a good builder (preferably one of their more popular models), and you’re open to the layout as long as it’s comfortable. Everything else is on the table.

If that describes your boating future, you’ll be happy and perhaps a little surprised at the choices available to you in a used motoryacht or cruiser yacht .

To find out for ourselves, we spent two weeks researching this market on YachtWorld, boats.com, etc., and came away with a list of ten models that represent a cross section of what’s available for about $150,000. There’s a lot to choose from here — traditional aft cabin motor yachts, cockpit motor yachts, classic pilothouse yachts, and sporty sedan cruisers.

All of the ten boats profiled below were popular models during their production years which means (a) that a clean used model should be relatively easy to find, and (b) selling or trading up one day should be no problem.

At the end of the day it’s good to know $150,000 still buys a lot of boat. Assuming 20 percent down and a 15-year note, the monthly payment for one of these yachts can be less than $1,000. For many, that’s an affordable number, especially with strengthening home values and historically low interest rates. Food for thought as we approach the spring boat show season.

1. Carver 500/504 Cockpit MY Production Years: 1996–2000

At a Glance: A super-popular model for Carver, basically a condo on the water. This is a cockpit version of the Carver 455/456 Aft Cabin model produced during the same years.

Spacious two stateroom maple interior has a folding bulkhead in the forward VIP stateroom that conceals a small guest cabin/den to port with convertible bunks. (This feature was eliminated in 1999 when the interior was redesigned and the name changed to Carver 504.)

The large U-shaped galley is aft in the salon rather than forward as it is in most motoryacht floorplans. In the master stateroom, the walkaround queen bed faces aft to permit the installation of cockpit access door. Washer/dryer is in forward stateroom. Twin 450hp Cummins diesels cruise at 18 knots.

Best Feature: Huge interior, the result of moving the superstructure well forward in the hull (note the relatively short foredeck).

Pr ice Spread: From a low of about $150K up to the mid-to-high $200s for a newer model.

2. Carver 444 Cockpit MY Production Years: 2001 – 2006

At a Glance: The top-selling cockpit yacht in this class for several years. Basically a Carver 396 Aft Cabin with a good-sized cockpit. The 444’s huge full-beam interior — made possible by raising the side decks to eye level — comes as a surprise. With its panoramic views and nearly seven feet of headroom, the salon’s dimensions are those of a much larger boat.

To save space, the forward head is split with the shower stall to port and toilet compartment to starboard. A sliding glass door in the (smallish) master stateroom opens directly into the cockpit.

In 2004, an optional “Extended Salon” floorplan with a full-size dinette, enlarged galley and redesigned VIP stateroom became available. Twin Volvo 370hp engines cruise at 18–19 knots. Carver sold a ton of these stylish boats.

Best Feature: Enormous salon/dinette/galley area with panoramic outside views.

Price Spread: A random YachtWorld check will find several priced in the mid $100K range.

3. Meridian 411 Sedan Production Years: 2003 – 2008

At a Glance: Very popular (and very affordable) sedan cruiser — a winning blend of sharp styling and spacious accommodations — made the Meridian 411 one of the best-selling midrange boats in her class. Huge interior layout with galley and booth-style dinette forward, a step up from the aft salon area with entertainment center and facing settees.

Large salon windows bring the outdoors in. Modern decor with cherry cabinets, Ultraleather seating, and Corian counters. Master stateroom includes private en-suite head; guest stateroom has a double berth (tucked under the dinette) and access to the second day head. Extended swim platform leads to a large cockpit (with molded bridge steps) suitable for fishing and entertaining.

Lower helm was optional. Wide side decks make it easy to get to the foredeck sun pad.

Best Feature: A super-social flybridge with sun lounge, wet bar, settee, and aft sun pad.

Price Spread: Low-to-mid $100s to over $300K.

4. Silverton 39 Motor Yacht Production Years: 2002 – 2008

At a Glance: This maxi-beam aft cabin cruiser — and her lookalike predecessor, the best-selling Silverton 372/392 Motor Yacht — is proof that a roomy interior trumps graceful styling almost every time. Elevated side decks on both sides of the house provide a huge full-beam salon as well as direct flybridge access to the foredeck.

The 39’s galley rivals many larger boats in storage and counter space. Both staterooms have queen beds, generous storage, and en-suite heads with stall shower. High-gloss cherry trim, Corian counters, and Ultraleather upholstery compliment the interior. Molded steps lead from the swim platform up to a roomy aft deck with wet bar, bench seating and hard top.

Note the triple helm seat on the flybridge. The 39’s high freeboard will test your docking skills on a windy day. Standard 380hp gas engines cruise at 16–18 knots.

Best Feature: Enormous two-stateroom interior dwarfs anything in her class. Excellent galley.

Price Spread: $150K to the mid $200s.

5. Bayliner 4788 Pilothouse Production Years: 1994 – 2002

At a Glance: Arguably the best big-boat value ever. Spacious, well appointed, and surprisingly fuel efficient. This is basically a restyled (and lengthened) version of the very popular Bayliner 4550/4588 Pilothouse.

Her three stateroom, two head interior features a full-beam salon with large U-shaped galley forward to port, wet bar, L-lounge seating, and large side windows. In the pilothouse, there is a settee aft of the helm and a companion seat to port.

Visibility from the pilothouse is excellent. Second guest stateroom with upper/lower bunks doubles as a den and opens directly to the master stateroom — very clever. An inflatable dinghy can be carried on the extended flybridge deck. The engine room is a tight fit. Forget all that talk about Bayliner quality — the 4788 is simply a lot of boat for the money.

Best Feature: Comfortable salon that opens to the large cockpit — perfect for entertaining.

Price Spread: Low-to-mid $100s for a 1994–95 model to $230 to $250K for a 2001–02 model.

6. Sea Ray 550 Sedan Bridge Production Years: 1992 – 1998

At a Glance: Stylish 1990’s cruising yacht with three-stateroom interior and extra-large cockpit. The salon is impressive, a wide-open (carpeted) living area with cut-down galley, long leather sofa, entertainment center, and big wraparound cabin windows.

The forward master stateroom is huge with an island queen bed, two hanging lockers, vanity, and private en-suite head. Roomy guest stateroom has a full-size berth, and the second guest cabin has over/under bunks. Both heads have stall showers, but guest head is tight. Lower helm was optional. Center transom door is flanked by built-in bench seats in the cockpit.

In 1996, the flybridge ladder was replaced with molded steps and the helm was relocated aft. The 550’s straight sheer and drooping bow are distinctive. Detroit 625hp 6V-92 diesels cruise at 22–23 knots.

Best Feature: The large cockpit and party-time flybridge — great attributes for entertaining.

Price Spread: $150K to the mid $200s

7. Maxum 4600 SCB Production Years: 1997 –2001

At a Glance: Modern styling, an inviting two stateroom interior, and a very competitive price made the Maxum 4600 SCB one of the best motoryacht buys of her day. Maxum engineers packed a lot of value into this boat. The salon is exceptionally inviting with wraparound windows, a long leather sofa, cherry cabinets, and full entertainment center.

A raised dinette is forward to starboard, opposite the home-size galley with overhead glass storage and Corian counters. A lower helm was optional in place of the dinette. Note the tub in the master head. In the cockpit, a center transom door opens to an extended swim platform able to support a PWC.

The 4600 SCB is surprisingly fuel-efficient boat, a feature that stems in part from her relatively light weight. Cummins 370hp diesels cruise at 16–18 knots.

Best Feature: An affordable price — this is what brokers call a lot of boat for the money.

Price Spread: From about $100K for an older model up to $200K-plus for 2001–02 model.

8. Sea Ray 450 Express Bridge Production Years: 1998 – 2004

At a Glance: An innovative yacht when she was introduced in 1998. Not many 45-footers have three staterooms. The aft stateroom — accessed via a private entryway next to the salon door — includes a full-length berth with hanging locker and built-in washer/dryer.

Forward of that, the amidships stateroom features a double berth with partial standing headroom and an opening port. An island queen is in the forward stateroom. Both heads include separate stall showers. Aft of the galley is a breakfast bar with two swing-out stools. Small salon windows limit natural lighting below. Topside, the huge party-time flybridge has seating fore and aft of the center helm console. Note the unique staircase descending from the flybridge to the foredeck.

An extended swim platform was a popular option. Cummins 450hp V-drive diesels cruise at 20–22 knots.

Best Feature: Huge party-time bridge area.

Price Spread: An early model might be found for $150K. Newer can easily exceed $200K.

9. Carver 440 Aft Cabin Production Years: 1993 – 1999

At a Glance: The largest model in the Carver fleet when she was introduced in 1993. A big 44-footer with an usually spacious salon, two double staterooms, two full heads, and a convertible dinette — sleeping accommodations for as many as eight adults.

The maple wood accents and carpeted salon are showing their age, but large cabin windows make the interior open and airy. Note salon entertainment center. Full-service galley includes double sink, upright refrigerator, washer/dryer, Corian counter and hardwood floor.

The aft deck is large enough for a table and chairs, and the flybridge has dual captain’s chairs with bench seating forward of the helm. Bow pulpit, fiberglass swim platform, and radar arch were standard. Carver sold a lot of these boats and used models are plentiful.

Best Feature: Very spacious layout with room to entertain a small neighborhood.

Price Spread: From about $100K for an older model up to $200K-plus for 2001–02 model

10. Sea Ray 420 Aft Cabin Production Years: 1996 – 2002

At a Glance: Sleek aft cabin cruising yacht incorporated European styling influences in an era when too many American-built motor yachts looked like floating condos. Well-appointed two stateroom galley-down interior sleeps up to eight — includes L-shaped sofa and raised dinette in the salon, walkaround queen berths fore and aft, two full heads, and stand-up utility room under the salon sole.

Full-size galley comes complete with separate Sub Zero refrigerator and freezer, convection oven, and lots of counter and storage space — a big plus. The aft deck is big for a boat this size. Molded steps make boarding from the extended swim platform easy and safe.

Built on a fully cored hull with prop pockets to level the engines. A good performer with 450hp Cummins diesels— cruise in the mid 20s (27–28 knots top.

Best Feature: Utility room with washer/dryer and pantry — a very unique feature in a boat this size

Price Spread: From the low $100K range for a 1996–97 model up to about $200K for newer.

A controversial sovereign citizen has filmed another bizarre interaction with police “harassing” him while behind the wheel of a boat.

A self-proclaimed ‘sovereign citizen’ has filmed another bizarre interaction with the police accusing them of “harassing” him while behind the wheel of a boat.

“I know that you’ve been waiting for this scenario and here funnily enough we’ve got them in the background again,” Gold Coast-based Grant Hilton excitedly tells viewers in the video, as two water police on a jet ski are seen approaching the boat, which he describes as a “superyacht”.

“Look at this. There they are down there, and they just will not stop harassing me. It’s really interesting, and I tell you what … they just want to talk to me, but do you know what? I’m really interested in ignoring them.”

He then turns to the officers and tells them he’s in the middle of recording a video.

“I don’t care, push that way,” one of the officers says. “Push that side or you’ll get a fine.”

More police are seen arriving, as Mr Hilton tells the camera it’s “perfect timing”.

“It’s really amazing, for some reason I just keep on attracting the attention of people that think they can tell me what to do on my journey,” he says.

“I’m going to give you all the details about what the truth is about the law, what the right of contracting is, in order to combat what’s happening in the world right now. Because let’s face it, everybody has had enough, including me.”

He says he just wants to “travel around the world … without being hindered or harassed by police or government”.

“Clearly they think that they own the world, but it’s not true,” he says.

“If you’re not hurting anyone or harming anyone, they have no right whatsoever to come and talk to you. They think they have some sort of authority over everyone. Do they? That’s the question I want you to all ask yourself. If you’re just cruising along minding your own business, do they have the right to even talk to you if they don’t know you?”

He adds, “I’m sure the original people of Australia and all the Indigenous cultures, this is exactly what happened with them. When they were walking through minding their own business, they had all these people come in, rape, pillage their families and a take over their land, and now they think they actually own it. They’ve got crowns on their shirts, neo-Nazi tattoo signs behind it. When will you all wake up. Let’s do it together.”

Queensland Police confirmed the incident occurred during the Pacific Airshow over the weekend.

“Water police were actively patrolling a designated exclusion zone in place for the Pacific Airshow to ensure the safety of all spectating vessels,” a spokeswoman said.

“Officers observed a vessel drifting toward the exclusion zone and informed the driver, who complied with the instruction to move away.”

According to his online bio, Mr Hilton is a former advertising executive turned “multi-millionaire mentor and innovator” who now owns a wealth management and coaching firm called KSGH Security.

Mr Hilton appeared on Seven’s Sunrise in 2010 where he discussed his life story and journey into spirituality.

“I studied with the Dalai Lama … spent time wandering through the Himalayas,” he said.

More recently he appears to have begun his “journey” as a sovereign citizen .

Sovereign citizens are individuals who are anti-government and believe laws and regulations do not have jurisdiction over them.

The sovereign citizen movement gained a huge wave of popularity in Australia during Covid restrictions.

Earlier this week Mr Hilton uploaded footage of a strange interaction with Queensland Police after being stopped for driving an unregistered vehicle.

Giving his name as “Grant Warren Hudson” in the footage, he winds down the window and hands the officer a sheet of paper, stating “you’re being served” for “unlawful detainment” and that the car is “registered under international law”.

“You are driving around with plates that don’t belong to the vehicle,” the officer tells him.

Mr Hilton insists the plates do belong to the vehicle and that his registration is “totally lawful”. “It doesn’t make sense to you, but you need to understand that it is lawful,” he says.

He adds that “everything has changed since 2020”.

“You know we are currently in martial law,” he says.

“I own every part of this vehicle. I own the plates, I own the car, and it can’t be touched or tampered with, it’s my vehicle.”

He claims that any “unlawful detainment, apprehension, or arrest” would incur a fee of $10,000 per hour.

A luxury superyacht capsized off the coast of Sicily after a tornado hit the area early Monday, killing one passenger and leaving six others missing — including a tech tycoon known as “Britain’s Bill Gates,” officials said.

The Bayesian — a 184-foot luxury sailboat with 22 people aboard — sank off the port of Porticello when it was hit by a violent storm at sunrise, the Italian coast guard said.

The coast guard deployed a team of divers to search the submerged vessel for survivors some 160 feet beneath the water’s surface, with authorities fearing some of the missing passengers could be trapped inside their rooms, BBC reported.

The passengers were reportedly from the UK, the US, Canada, Sri Lanka and Ireland.

One body, believed to belong to the ship’s chef, Canadian-born Thomas Recaldo, who had been living in Antigua, was found near the wreck, the Palermo Port Authority told CBC News.

Six others were missing as of Monday morning, including the vessel’s owner, British tech tycoon Mike Lynch, sources told Reuters and the Independent .

The last photo thought to have been taken of the yacht at 10pm on Sunday in Porticello.

British tech tycoon Mike Lynch, and his 18-year-old daughter Hannah, were among the missing, according to Lynch’s wife, Angela Bacaras, the Telegraph reported.

Bacaras, who is the sole shareholder of the firm that owns the yacht — Isle of Man-registered Revtom Limited company — was rescued along with 14 others from the yacht.

One of the survivors, Charlotte Golunski, 35, described to Italian newspaper Giornale Di Sicilia how she and her 1-year-old daughter survived the harrowing experience.

Divers jump into the waters looking for the missing people after the storm struck the yacht.

“For two seconds I lost my baby in the sea, then I immediately hugged her again amid the fury of the waves,” she said.

“I held her tightly, close to me, while the sea was stormy. Many were screaming. Luckily the lifeboat inflated and all 11 of us managed to get on board.”

The captain was also among the survivors, an Italian coast guard spokesperson told CNN.

A helicopter and rescue boats from the coast guard, carabinieri, fire rescue and civil protection service were at the scene early Monday searching for those who had not been accounted for, according to the Australian Associated Press.

The massive yacht, the Bayesian, flies under the British flag and can reach a maximum speed of 15 knots (17 mph). It comes equipped with six cabins, including a full beam master suite, according to yacht charter websites, which list the ship as available for rent for up to $215,000 per week.

Twelve of its passengers were guests while 10 were crew.

The boat left the Sicilian port of Milazzo on Aug. 14 and was last tracked east of Palermo on Sunday evening, according to vessel tracking app Vesselfinder.

Lynch, often referred to as “Britain’s Bill Gates,” is one of the UK’s most prominent tech entrepreneurs.

He founded enterprise software firm Autonomy, which he sold for $11 billion to Hewlett Packard for $11.7 billion in 2011.

However, HP later sued Lynch claiming he overstated the value of the company, and ultimately took a $8.8 billion writedown on the purchase, later blaming “accounting irregularities” for overpaying for Autonomy.

Last year Lynch was extradited to the US to stand trial for fraud charges over HP’s allegations, but he was acquitted last June. The jaunt on the Bayesian was intended as a celebration of the tech magnate’s acquittal, according to the Telegraph .

Lynch had invited guests from the legal firm that represented him, Clifford Chance, and Invoke Capital, his own company, on the voyage, the outlet reported.

The doomed vessel was on its way to Palermo, originally departing from Positano, a village on the southern Amalfi Coast, on July 30, according to marinetraffic.com .

Its last docking location was in the town of Milazzo on Wednesday.

The ship’s manufacturer, Perini Navi, says on its website that the Bayesian’s aluminum mast is the tallest in the world — measuring nearly 250-feet.

Labour accused of 'undoing Tories work' on tackling Channel crisis

T he number of Channel migrants winning permission to stay indefinitely in Britain has quadrupled as efforts to increase deportations have stalled.

Home Office data revealed more than 25,300 people who arrived by small boat were granted asylum or another type of humanitarian protection in the year to June – making up a third of all types of asylum claims in the same period.

This compared with about 6,600 in the previous 12 months.

Across all types of asylum claims, the number granted last year hit an all-time high of 76,176 – more than triple the previous year's total.

But the release of the figures drew fresh attention to Labour's approach to the crisis. Shadow home secretary James Cleverly accused the Government of having 'no clear plan' and being set to 'roll over for the EU and open our borders'.

The increases were due to a backlog-clearing exercise launched by former prime minister Rishi Sunak that aimed to eliminate 'legacy' asylum claims by the end of last year.

At the same time, only three per cent of the total of small-boat migrants to have arrived here since the start of the Channel crisis have been removed. The figures, published yesterday, showed that of 127,834 migrants to reach Britain since 2018, only 3,788 have been sent home.

Once an asylum claim is granted, the applicant and any dependants have the right to work or claim benefits, as well as access public services including the NHS.

Removals slowed from 1,269 in the second half of last year to 1,067 in six months of this year. There has been a huge surge in the number of Vietnamese migrants reaching Britain.

Such arrivals quadrupled in the first half of this year to 2,248 compared with the same period last year, meaning they made up the largest nationality among small boat migrants at 17 per cent.

Other figures showed that in the year to June the number of work visas issued was down 11 per cent to just over 286,000 and student visas fell 13 per cent to 432,000.

One of Labour's first acts in office was to scrap the Conservatives' Rwanda asylum scheme, which was designed to save lives by deterring migrant crossings.

Instead, Labour is setting up a Border Security Command with counter-terrorism style powers to tackle trafficking gangs.

Migration minister Seema Malhotra said: 'We are getting a grip with a serious plan to end the chaos. We have put substantial additional resource into a new returns programme to ensure thousands more people with no right to be in the UK are removed.

'We have already started work to deliver an immigration and asylum system that is controlled, managed, and works for Britain.'

But Mr Cleverly accused Labour of squandering his legacy, stressing: 'The actions I took as Home Secretary are working but they're undoing all of this progress.'

Some 19,294 small-boat migrants have reached Britain so far this year – including 5,720 since Labour came to power.

Dr Peter Walsh, of Oxford University's Migration Observatory, said: 'It is too early to say how small-boat arrivals will change under Labour. If policies have any impact at all, it's more likely to be when they are implemented, not when they are announced.'

Migrants crossing the Channel in small boats fell by almost a third in Rishi Sunak ’s last year as prime minister , figures show, piling pressure on Sir Keir Starmer to continue the downward trend .

In the year to 30 June, days before the general election , there were 31,493 arrivals in the UK via small boats. It marked a 29 per cent fall on the year before and a slight decrease from the same period two years ago.

Coming just days after Yvette Cooper fleshed out Labour ’s alternative to the Rwanda deportation policy , which would have sent some asylum seekers to the east African nation, the figures will add to the pressure on the government to bring the numbers down further.

Tory leadership contender and shadow home secretary James Cleverly said: “The actions I took as home secretary are working... that’s the inheritance I left Labour.

“But they’re undoing all of this progress. They have ditched our deterrent, have no clear plan to smash the gangs, have nowhere to send failed asylum seekers who they can’t return, have failed to hire anyone to run their phantom border command, and are already planning to roll over for the EU and open our borders.”

But Home Office minister Seema Malhotra said the figures showed Tories had left the immigration and asylum system in “chaos”.

“Since 2019, net migration trebled to a record high. Despite the hundreds of millions pumped into the Rwanda partnership, small boat crossings for the first half of this year went up by almost 20 per cent. The asylum backlog has soared, costing the taxpayer billions. And the removal of foreign national offenders has dropped 20 per cent since 2010,” she said.

The Home Office also said the average number of people per boat increased over the year, highlighting the growing risk being taken by the smuggling gangs responsible for the trade. There were 51 people per boat, compared with 44 per boat a year earlier and 10 per boat in 2019.

Despite the fall over the past 12 months, Home Office data for the first six months of 2024 shows that the number of small boat crossings was a fifth higher than the same period in 2023.

On Wednesday, Ms Cooper announced a series of measures including a pledge to raise the number of returns to 2018 levels over the next six months – meaning more than 14,000 deportations by the end of the year. But that figure is far lower than the 45,000 returned in 2010 under the previous Labour government and fewer than the 19,000 migrants who have arrived in Britain by crossing the Channel in small boats so far this year.

The government also revealed plans to increase detention capacity with 290 beds at two removal centres, Campsfield in Kidlington, Oxfordshire, and Haslar in Gosport, Hampshire. But these plans are being criticised as a backwards step as both sites were plagued with problems before they shut in 2019 and 2015 respectively, including hunger strikes and suicides.

Between 2018 and June 2024, there were 3,788 returns of small boat arrivals – just 3 per cent. The vast majority of these were Albanians after Britain and Albania signed a joint returns agreement.

Labour has also promised to speed up the processing of migrants, which the Conservatives have warned will lead to tens of thousands being granted asylum.

Almost all (99 per cent) of those who arrived by small boats in the year to June claimed asylum, and the grant rate for those who claimed asylum was 71 per cent between 2018 and June 2024. Of all small boat asylum claims made in the past year, 96 per cent remain undecided, the figures showed.

The Home Office said there are 76,268 people who have waited more than six months for a decision on their asylum claim, with charities including Refugee Action calling for those people to be allowed to work.

As well as the lengthy waits for asylum decisions to be processed, the Home Office figures laid bare the spiralling costs of the system, which have jumped from £568m in 2011 to £4bn in 2023, while staff productivity has fallen drastically.

A Home Office spokesman said there was “a long way to go to reduce historically high levels of legal migration ... immigration brings many benefits to the UK, but it must be controlled and managed so the system is fair.

“Work is already underway across government to tackle the root causes behind high international recruitment, which is still driving up numbers of overseas workers on the skilled worker visa. By linking immigration, labour market and skills systems we will ensure we train up our domestic workforce and address this shortage of skills.”
